The Township of Centre Wellington (Township) is seeking to retain a qualified consulting engineering firm to undertake completing a Water and Wastewater Servicing Master Plan (WWSMP). The WWSMP will provide the Township with an understanding of how the existing water and wastewater networks are functioning, identify current and future capacity constraints, evaluate opportunities to increase system capacity, and inform short and long range planning to maintain or improve levels of service and accommodate future growth in the Township.

This assignment will consist of the following:  

• Review of background information to establish the current state of the Township’s water and wastewater systems, including developing a work plan to obtain missing data and fill in any gaps.
• Define current and future levels of service for water and wastewater customers and system operators, and establish design criteria.
• Creation and calibration of water and wastewater system models to assess current system performance and determine future requirements to accommodate planned population and employment growth in the Township. 
• Completion of a comprehensive water and wastewater service master plan in conformity with the latest version of the Municipal Class Environmental Assessment (MCEA) Study process, completed in accordance with Approach #2 in the MCEA guideline.
• Identification of a preferred water and wastewater servicing solution, with a comprehensive list of required capital projects and associated MCEA project schedules.
• Wastewater Treatment Capacity and Life Cycle Assessment in the context of future expansions analysis for the Fergus Waste Water Treatment Plant
• Provide a high-level implementation plan and capital plan for the preferred water and wastewater servicing solutions. 
• Public and agency consultation, in accordance with the MCEA Study process including a consultation program.
• Project management and coordination with Township staff, including administrative support and documentation.
